What Is Tarion Registrar Bulletin-19?
Tarion Registrar Bulletin-19 (RB-19) governs the design review and field review process for designated higher-risk condominium projects in Ontario. Introduced in 2021 to replace Builder Bulletin 19, RB-19 establishes enhanced quality-assurance and risk-management requirements through independent professional oversight.
RB-19 applies to Type C and Type D condominium projects whose construction began on or after February 1, 2021.
The RB-19 framework includes:
